Invitation to Bid
The Willard R-II School District, Willard, Missouri (“District”), is seeking sealed bid(s) for multiple ceiling replacement projects to be completed during the summer of 2026. Bids are due to the contact listed below no later than 3:00 p.m., Monday, January 5th, 2026.
Pre-Bid Meeting will be held on Thursday, December 18th at 8:30 a.m. The meeting will be held at Willard Intermediate North School, followed by Middle School and South Elementary.

Invitation to Bid
The Willard R-II School District, Willard, Missouri (“District”), is seeking sealed bid(s) for multiple roof projects to be completed during the summer of 2026.
Bid Submittal
All proposals must be submitted to the Assistant Superintendent of Operations, Cathy Shoup, Willard R-II School District, 500 E. Kime St., Willard, MO 65781, by 3:00 p.m. Wednesday, January 28, 2026, in a sealed envelope marked “Roof Project” in the lower left-hand corner.
A pre-bid meeting will be held on Friday, January 16, 2026, at 10:00 a.m. at Willard North Elementary School, 409 S. Farmer Road, Willard, MO 65802.
Bidders must submit one (1) copy of their bid.
An authorized officer of the company submitting the bid must sign all submissions.
All prices and notations must be in ink or typewritten. Mistakes must be crossed out, corrections typed adjacent, and initialed in ink by person signing the Invitation to Bid.
Bid Opening
The sealed bids will be opened at 3:01 p.m. on Wednesday, January 28, 2026. The District will review the bids and determine and select the lowest responsible bidder who complies with the terms of the ITB. The District reserves the right to reject any and all bids to waive any informalities and irregularities therein.
Scope of Work
The Willard R-II School District is preparing to replace the following roof sections during the summer of 2026:
Project #1: Willard North Elementary Area A, Section 7, located at 409 S. Farmer Road. This section is approximately 3,559 square feet and is depicted in Attachment A.
Project #2: Willard North Elementary Area A, Section 2, located at 409 S. Farmer Road. This section is approximately 9,036 square feet and is depicted in Attachment B.
Project #3: Willard Intermediate North Area B, Section 3, located at 407 S. Farmer Road. This section is approximately 2,443 square feet and is depicted in Attachment C.
Project #4: Willard Intermediate North Area B, Section 5, located at 407 S. Farmer Road. This section is approximately 10,182 square feet and is depicted in Attachment D.
Project #5: Willard Middle School Area B, Section 10, located at 205 Miller Road. This section is approximately 4,232 square feet and is depicted in Attachment E.
The contractor must meet the following requirements:
Unit price for the replacement of decking per square foot should be provided for each project.
Project #1: Willard North Elementary Area A Section 7 – Attachment A

The project must be completed between May 21, 2026, and August 21, 2026.

The contractor must supply a “Payment and Performance Bond” for the contracted dollar amount.
-
Raise gas lines as needed for new roof installation and install new gas line supports. No wood blocking allowed for supports.
-
Rake/Wave jets to allow for drain to ensure it is functioning properly.
-
Remove and dispose of the existing roofing system down to the existing metal deck.
-
Remove and dispose of all vacant curbs and penetrations as indicated by the owner.
-
Patch metal decking at all removed curbs and penetrations.
-
Replace wood blocking at the perimeter as necessary.
-
Fasten new 1/8" tapered polyiso roof insulation to provide positive drainage at all roof areas. Minimum starting thickness of 1.5".
-
Prime and adhere a full adhered TPO roof system.
-
Provide the owner with a 20-year labor and material warranty.
-
Provide the owner with a 20-year NDL manufacturer warranty.

Project #2: Willard North Elementary Area A Section 2 – Attachment B

The project must be completed between May 21, 2026, and August 21, 2026.
-
The contractor must supply a “Payment and Performance Bond” for the contracted dollar amount.
-
Remove and dispose of the existing roofing system down to the existing metal deck.
-
Remove and dispose of all vacant curbs and penetrations as indicated by the owner.
-
Remove all decking at all removed curbs and penetrations.
-
Replace wood blocking at the perimeter as necessary.
-
Fasten new 1/8" tapered polyiso roof insulation to provide positive drainage. Minimum starting thickness of 1.5".
-
Adhere new 60 mil TPO roof system.
-
Install all details per the manufacturer’s recommendations.
-
Fabricate and install new 24 ga pre-finished drip edge, gutters, and downspouts on north elevation and new drip edge on the south elevation (existing gutter and downspout to remain on the south elevation).
-
Provide the owner with a 20-year NDL manufacturer’s labor and material roof warranty.
-
Provide the owner with a 2-year contractor warranty.

Project #3: Willard Intermediate North Area B Section 3 – Attachment C

The project must be completed between May 21, 2026, and August 21, 2026.
-
The contractor must supply a “Payment and Performance Bond” for the contracted dollar amount.
-
Remove and dispose of the existing roofing system down to the existing metal deck.
-
Replace wood blocking at the perimeter as necessary.
-
Fasten 2 layers of 2.6" polyiso roof insulation.
-
Adhere new 60 mil TPO roof system.
-
Install all details per the manufacturer’s recommendations.
-
Fabricate and install new 24 ga pre-finished metal flashings, gutters, downspouts, coping caps, etc. (Oversized scuppers with horizontal leader through the parapet wall).
-
Provide the owner with a 20-year NDL manufacturer’s labor and material roof warranty.

Project #4: Willard Intermediate North Area B Section 5 – Attachment D

The project must be completed between May 21, 2026, and August 21, 2026.

The contractor must supply a “Payment and Performance Bond” for the contracted dollar amount.

Remove and dispose of the existing roofing system down to the existing metal deck.

Remove and dispose of all vacant curbs and penetrations as indicated by the owner.

I. Introduction
Willard Public Schools (WPS) is seeking proposals from accredited universities to establish a strategic partnership that provides a high-quality, cohort-based Master’s degree program for district educators.
The purpose of this partnership is to strengthen instructional practice, build leadership capacity within the district, and support teacher recruitment and retention by offering an accessible and affordable pathway to advanced degrees.
II. District Overview
Willard Public Schools serves approximately 4,300 students in southwest Missouri. The district is committed to instructional excellence, continuous improvement, and investing in the professional growth of its staff.
WPS is seeking a university partner that shares these values and is willing to collaborate closely to design a program aligned to district priorities and instructional initiatives.
III. Purpose of the RFP
The district is requesting proposals from universities interested in delivering a Master’s degree program to a cohort of Willard teachers beginning in the 2026–2027 school year.
The preferred program structure would:

Be delivered in a cohort model

Offer evening, hybrid, or on-site instruction hosted at Willard facilities

Be tailored to district instructional priorities

Provide competitive tuition rates or discounted pricing

Require minimal travel for participating teachers
IV. Program Specifications
WPS seeks proposals for Master’s degree programs in one or more of the following areas:

V. University Responsibilities

Supply required course materials and syllabi when necessary

VI. District Responsibilities
