The Willard R-II School District is accepting sealed bids for the purchase of three (3) new school buses for use within the district transportation fleet. Qualified vendors are invited to submit bids in accordance with the specifications, terms, and conditions outlined in this Invitation to Bid (ITB).

General Conditions
- All bids must be submitted in a sealed envelope clearly marked: "BID - SCHOOL BUS".
- Bids received after the stated deadline will not be accepted.
- Vendors shall provide pricing for complete units including all standard and specified equipment.
- Delivery fee must be included in the bid submission.
- Delivery of three buses by December 31, 2026.
- The successful bidder shall comply with all applicable federal, state, and local regulations.
- The district reserves the right to:
- Reject any or all bids;
- Accept any bid deemed in the best interest of the district;
- Waive minor irregularities or informalities.
- Pricing shall remain firm for a minimum of thirty (30) days from the bid opening date.
- Warranty information, service support, and parts availability shall be included.
- Bidders must include manufacturer brochures and detailed specifications.
Scope of Work
The district intends to purchase three (3) Conventional 77-Passenger School Buses
All buses shall be new, current production models meeting all applicable Federal Motor Vehicle Safety Standards (FMVSS), Missouri Minimum Standards for School Buses specifications, and school transportation requirements.

INVITATION TO BID
The Willard R-II School District is accepting sealed bids for removal and replacement of seven existing units and the combing of four existing units at South Elementary School. Qualified vendors are invited to submit bids in accordance with the specifications, terms, and conditions outlined in the Invitation to Bid (ITB).
The Board of Education reserves the right to reject any or all bids, waive informalities in bidding, and accpet the bid deemed to be in the best interest of the district.
Pre-Bid Meeting: A pre-bid meeting will be held at South Elementary School, 4151 W Division, Springfield, MO on Thursday, June 4, 2026 at 9:00 a.m.
Bid Due Date: Monday, June 15, 2026, by 12:00 p.m.

Project Description
- Removal and replacement of existing HVAC units and equipment as identified by the District
- All HVAC units removed will be left with District maintenance
- The District bucket truck will be provided for contractor to utilize for removal and placement of new units on rooftop
- Furnishing and installation of new HVAC units
- Repair of existing HVAC units and components as necessary
- Refrigerate recovery and disposal in accordance with ERA regulations
- Set up, testing, balancing, and commissioning of installed equipment
- Clean up and disposal of all construction debris
Scope of Work
The contractor shall provide all labor, supervision, tools, materials, transportation, permits, and equipment necessary to complete the projects.
Replacement Services
- Removal of existing HVAC units. Units turned over to District.
- Installation of identified rooftop A/C condenser units and indoor evaporator upflow coils
- Replacement of line set on roof and indoor as needed without roof penetration unless required
- Replacement of (non-fusible) disconnects and whips
- All units to be set on plastic pads
Units to be installed:
- One (1) Rooftop 2.5 ton A/C Condenser with matching 14.5" wide upflow indoor AC coil
- Five (5) Rooftop 3.0 ton A/C/ Condenser with matching 14.5" wide upflow indoor AC coil
- One (1) Rooftop 4.0 ton A/C Condenser with matching 21" wide upflow indoor AC coil
- Combing of three (3) Aaon Condenser coils located on roof
- Combing of one (1) Carrier Condenser coil located on roof
Alternate Bid
Bid should include pricing for:
- One (1) Rooftop 3.0 ton A/C Condenser with matching 17.5: upflow A/C/ coil. Include all necessary line sets, drain pip, disconnect, and whip.

Request for Proposal
The Willard R-II School District is soliciting sealed proposals from qualified vendors for mower repair, maintenance, diagnostic, and related equipment services for the District grounds maintenance fleet. The District seeks to establish a partnership with a reliable and experienced repair provider capable of servicing all mower related equipment in a timely, professional, and cost efficient manner. Qualified vendors are invited to subit proposalin accordance with the specifications, terms, and conditions outlined in this Request for Proposal (RFP).
The Board of Education reserves the right to reject any or all bids, waive informalities in bidding, and accept the bid deemed to be in the best interest of the district.
The selected vendor shall serve as the District's primary repair source for all mower and turf maintenance equipment needs throughout the three year contract term.

Scope of Service
The selected vendor shall provide repair and maintenance services for all District owned mower and grounds maintenance equipment, including but not limited to:
Equipment Types: Zero-turn mowers, commercial turf equipment, and other small engine equipment as requested.
Services Required
The vendor shall provide:
Repair Services
- Engine repair and replacement
- Hydraulic system repair
- Electrical diagnostics and repair
- Transmission repair
- Welding and fabrication as needed
- Deck repair and replacement
- Tire and wheel repair
- Fuel system repair
- Safety switch and control repair
- General troubleshooting and diagnostics
Pickup and Delivery
- Pickup and return of equipment from District facilities when requested
- Vendor shall describe turnaround times and associated costs, if any
Parts and Materials
- Use of Original Equipment Manufacturer (OEM) parts whenever possible
- Any substitution of non-OEM parts must be approved by the District
Services Required
To be considered for award, vendors must meet the following minimum qualifications:
- Demonstrate experience servicing school district's municipalities, commercial grounds operations, or similar entities preferred
- Ability to repair multiple brands and commercial mower equipment
- Access to manufacturer diagnostic tools and technical support
- Maintain a fully equipped repair facility capable of handling commercial mower repair
- Adequate staffing to support timely service needs
- Vendor shall possess all applicable licenses and permits required to perform services in the state of Missouri
Performance of Expectation
The selected vendor shall:
- Provide accurate estimates prior to repairs exceeding a pre-determined amount
- Maintain communication regarding repair status and expected completion dates
- Complete routine repairs within reasonable industry timelines
- Maintain high standards of workmanship and professionalism
- Keep detailed service records for each repair completed
- Ensure all repaired equipment is fully operational and safe for use before return
The District reserves the right to evaluate vendor performance.
Contract Terms
The contract terms shall be for three years.
Pricing Requirements
Vendor shall provide pricing for the following:
Labor Rates
- Standard hourly rate
- Emergency or after hours labor rate
Services Charges
- Diagnostic fees
- Pickup and delivery fees
- Shop supply fees, if applicable
Parts Pricing
- Percentage markup on parts
- Discount structure for OEM parts, if available
Preventative Maintenance Pricing
- Standard preventative maintenance packages
- Season service pricing
The District reserves the right to negotiate pricing with the selected vendor.

1. Purpose & Project Overview
Willard Public Schools is seeking competitive, sealed proposals from qualified technology vendors ("Contractor") to provide comprehensive remote systems services, maintenance, and technical support for its existing district-wide Grandstream unified communications infrastructure.
The district intends to award a one-year service contract beginning July 1, 2026, and ending June 30, 2027, with options for annual renewals.
2. Scope of Work & System Infrastructure
The selected vendor will assume remote support and maintenance responsibilities for the following active environment:
Covered Infrastructure:
- IP PBX Core: 10 Gradstream UCM Appliances
- Endpoints: 800+ SIP-enabled endpoints distributed across district facilities
Mandatory Service Requirements:
Bidders must demonstrate the capability to deliver the following minimum service levels:
- Routine Maintenance: Perform periodic system health inspections and execute mandatory firmware upgrades at a minimum of once per year.
- Remote Support: Provide unlimited remote technical troubleshooting and system servicing via phone and email.
- Service Level Agreement (SLA):
- Response within 4 working business hours for critical system emergencies.
- Response within 6 hours for critical system emergencies occurring after hours.
- Hardware & Labor Discounts: Provide a fixed-percentage discount structure for supplementary on-site labor and Grandstream hardware procurement.
- Warranty Extension: Provide vendor-backed warranty extensions (minimum 3 years) on newly purchased Grandstream components during the contract period.
3. Proposal Submission Requirements
Proposals must follow a clear structure and include the specific components detailed below.
Vendor Profile & Qualifications
- Company name, corporate address, website, and primary contact information.
- Proof of legal authorization for all personnel to work within the United States.
- Compliance affirmation regarding Federal and State wage and employment laws.
Cost Proposal
- Fixed Annual Fee: A flat annual rate for comprehensive remote support coverage, invoiced within the first month of service.
- On-Site Labor Discount: Specified discount percentage on standard hourly rates for required physical site visits.
- Hardware Pricing Tier: Fixed discount percentage off standard MSRP for Grandstream equipment additions or projects.
Legal & Administrative Compliance
- Written confirmation of agreement to a 14-day mutual contract termination clause.
- Acceptance of legal jurisdiction governing any future litigation to reside within Greene, County, Missouri.
4. Evaluation Criteria
Willard Public Schools will evaluate all submitted proposals based on the following criteria:
